Heinrich said Elgin Community College staff began covering the cameras with black trash bags and zip ties so they couldn’t capture images. But workers in an unmarked vehicle, which Heinrich assumed belonged to Flock, repeatedly removed the covers.
“We were kind of back and forth for a while where we would cover, and then when they got to the service, they would take it down,” Heinrich said. “Then we would take cover and then they would retreat.”
